Government’s Traffic Management Act Smashes the 100,000 Barrier

Bristol, United Kingdom 7th July 2008: Exor Corporation, the UK’s largest supplier of Street Works systems, today smashed the 100,000 notice ceiling of UK EToN4* compliant notices for the Traffic Management Act (TMA), solely on its Managed Service (MAS).

TMA, introduced by the Government to help alleviate road congestion and optimise road usage, went ‘live’ on April 1st 2008.  The live date passed without fanfare and the public perception has been of a slow start.  Less than 90 days later, local authorities (LA’s) & utilities appear to be building up a head of steam.

Industry commentators conclude the process of getting the industry to be EToN 4 compliant has been a tough road for all IT vendors, Works Promoters and Local Authorities. One such expert commented only eleven of the thirty six LA’s they interact with are today operational, in they are able to send and receive notices (as of July 2008) – all of Exor’s MAS clients meet this stringent criteria.

Pete Rogers, TMA Product Manager and founder member of the Electronic Transfer of Notices Group (EDG) stated; “The 100,000 mark is only the starting point for our Managed Service Operation, we’re going to see this marker increase significantly over the next twelve months, particularly with the expected increasing number of transactions when the permitting legislation is introduced later this year.”

The Exor Managed Service provides high capacity, resilient Internet connectivity and significant cost savings to an array of organisations. It is the largest TMA Managed Service system in the UK, with clients including Transport for London, Devon County Council, Virgin Media and Wolverhampton City Council.

Lee Paine, BSS Manager for Virgin Media, a Utility user of Exor’s Managed Service comments;  “With TMA we’re leaving the experts to get on with it, Exor up-grade our systems seamlessly and in a real-time environment, rather than us being dependant on booking time with our internal IT. It’s flexible and we’re able to request reporting tools specific to our own business requirements which in turn facilitate our management and business processes for our daily activities.”

Underpinning all of this is completely new product architecture for congestion management systems. During the development phase Exor was the only supplier to take a strategic and forward looking approach by engineering new emerging Oracle technology into delivering a web-based Street Works Solutions which encompasses future legislative changes for permits and EToN5 notices.

Other IT suppliers including ‘In House’ developers may not have had access to the wealth of technology that Exor offers in the deployment of the TMA solution. This is evident by the number of additional customers moving to Exor’s product during the move to the TMA.

*Electronic Transfer of Notices (EToN) is the standard for noticing street works on the UK’s road network between works promoters (primarily Utilities) and Local Authorities. Defined under the New Roads and Street Works Act 1991 (NRSWA) a reclassification occurred under the Traffic Management Act 2004 to EToN4.
