City Of Olympia: Request For Qualifications For Public Works Water Resources Utilities Enterprise Geodatabase Development

Purpose
The City of Olympia Public Works Department is seeking a consultant to develop ArcGIS-based geodatabases for each of the City’s four utilities. The storm and surface water, drinking water, reclaimed water, and wastewater utilities are seeking a complement to their current AutoCAD-based utility layers to allow display, mapping, and analysis in the ArcGIS environment.
BACKGROUND
The storm and surface water utility maintains approximately 127 miles of pipes and ditches, 50 storm facilities, and 4,000 catch basins. The wastewater utility operates approximately 166 miles of gravity sewer pipe, 27 pump stations, eight miles of force main, and maintains 1,500 on-site STEP systems. A small percentage of the storm and wastewater systems are combined in Olympia’s downtown.
The drinking water utility maintains approximately 275 miles of pipe serving 18,200 customers from four major sources. Numerous wells, pumps, and reservoirs are used in the transmission system. The City also distributes Class A reclaimed water for irrigation use in the downtown area.
DESCRIPTION OF PROJECT
The consultant will work closely with City staff to develop ArcGIS enterprise geodatabases for the storm and surface water, drinking water, reclaimed water, and wastewater utilities. The standard ESRI water utilities data model will be the starting point for a customized design according to the results of interviews conducted during the project.
The City completed an Enterprise Geographic Information System Prioritized Strategic Plan (GIS Plan) in November 2006. An electronic copy of this plan is available at www.olympiawa.gov/cityservices/construction/rfprfq/. Production of the geodatabases must conform to the recommendations of this plan.
